If you have ever hired an onsite safety advisor, or been told by a local authority that you need one, you might have wondered exactly what that person is doing for the hours they are on your site. The honest answer is that a good safety advisor is doing a great deal, much of it invisible by design. The goal of effective onsite safety management is to make sure that nothing goes seriously wrong, and that if it does, the response is fast, coordinated, and proportionate. Here is what that work actually looks like.
Before event day: the groundwork that makes everything else possible
Onsite safety management begins before you arrive at the venue. By the time a safety advisor steps onto the site on event day, a significant amount of work has already been done, and the quality of that preparation determines how well the day goes. Every member of our team working a show receives a briefing call before they travel – a conversation covering the event, the site, the client, the team structure, and anything that has needed attention during the build-up. By the time the safety team arrives on site, they already know the shape of the day, who the key contacts are, and where the pressure points are likely to be. They would typically be onsite for the site build, building relationships with the team and making sure that the site is built and designed for customers safely. This means your advisor isn’t coming in cold for event day – they are already a part of your team .
They also arrive having received Assignment Instructions in writing, covering the event programme, welfare arrangements, food and accommodation where relevant, key contacts with phone numbers, and direct links to the Event Safety Management Plan, the safety induction, and the relevant contractor documents.
The pre-doors inspection
The first structured task of event day is the pre-doors site inspection, and it is one of the most important things a safety advisor does.
A pre-doors inspection is the last opportunity to identify and resolve anything that the build phase has missed before the public arrives. Once your gates open, your options narrow significantly. A problem that takes twenty minutes to fix at 10:00 is a problem that shuts a zone, delays programming, or generates a RIDDOR report at 14:00.
The inspection covers the site systematically: public areas, contractor working zones, welfare facilities, medical points, emergency egress routes, and any areas identified during the build as needing a final check. Every item is logged, using standardised inspection forms that create a clear record of what was checked, what was found, and what action was taken.
Egress routes deserve particular attention. A route that looks perfectly adequate on the site plan may tell a different story on the ground. Gates that are shown as open can be padlocked. Emergency exits can be obstructed by equipment that was moved on build day without anyone updating the plan. Routes that are fine at 30% capacity can become a serious problem when a full audience needs to use them simultaneously. The inspection checks these routes as built and confirms that signage is visible at crowd level, lighting is functional, and the staff responsible for those routes understand what they are opening, where it leads, and what to do when they need to use it.
Any issues found during the pre-doors inspection are reported immediately to the relevant person, whether that is the site manager, the contractor, or the event organiser, and tracked through to resolution before the site opens.
Once the gates are open: active monitoring and incident response
With the site open, the safety advisor’s role shifts into active monitoring. This means being present on the ground, watching how the site is operating and comparing what is happening against what was planned.
- How are the crowds moving through the site?
- Are the queuing arrangements working as designed, or is compression building in areas that are likely to cause problems?
- Are the contractor teams working within their agreed method statements, or has something changed since the briefing?
- Are the emergency access routes clear?
- Is the weather developing in a way that changes the risk picture?
None of these things can be assessed adequately from a desk. They require someone who knows the site, knows the plan, and is present enough to notice when something does not match.
Where issues are identified (a pinch point developing near a stage, a contractor working in an area they should not be, a welfare facility that has run out of resource) the safety advisor’s job is to act on them quickly and proportionately, communicate what has been found and what has been done, and keep a record. The log is the evidence that your safety management system is functioning, and it is what you will rely on if anything is later questioned.
Managing the radio communications and the control room relationship
On a well-run show, the safety team is connected into the communication structure and in regular contact with the control room, the medical team, the crowd management contractor, and the event management team.
That communication structure matters most when something goes wrong. The moment an incident occurs, the quality of the information flowing between the people managing it determines how well it is handled. Unclear language, such as using “lost child” as a catch-all that covers both a child who cannot find their parents and a child who is actively missing, slows a response down when speed is exactly what is needed. Building clear, shared terminology into the briefing process, and making sure the safety team is a reliable node in the communication structure, is part of what a safety advisor brings.
The safety advisor also liaises with the emergency services when they are present on or around the site, and understands the arrangements for transfer of primacy if an overwhelms the event’s resources. Those arrangements need to be agreed in advance and understood by the people who will need to act on them.
Contractor oversight throughout the day
An event does not stop being a construction environment once the public are on site. Contractors are often still working while the event is live. The safety advisor maintains oversight of that activity, checking that contractors are operating within their agreed safe systems of work and that the boundaries between back of house and public areas are being maintained.
Where something has changed the safety advisor identifies the deviation and works with the contractor to address it. The method statement is not a historical document. It is a live reference for how work should be carried out safely, and it needs to reflect what is actually happening.
End of day: the debrief
The end-of-day debrief is where the day’s observations are consolidated, incidents and near misses are formally recorded, and the action points for next time are identified. A proper debrief captures what went wrong, what nearly went wrong, what worked well, and what needs to change.
It involves the people who were on the ground and produces a written record that someone is responsible for following up. The near misses that are not formally captured are exactly the things that cause the same problems to recur the following year if nothing is done about them.
